CBD is legal in the UK! But only if sold as a food supplement.
The Food Supplements Directive 2002/46/EC defines a food supplement as ‘foodstuffs which supplement a normal diet and which are concentrated sources of nutrients or other substances with a nutritional or physical effect’. The CBD industry in the UK is governed by the Food Standards Agency (FSA) and every company selling CBD must hold a valid food hygiene certificate supplied by their local council. A good way to check if a CBD product is following compliance guidelines is to check whether it contains a sentence to the effect of ‘do not substitute for a varied diet’ as this is a requirement in the UK.
